The device comprises a heating furnace; a smoke pipe of the billet heating boiler is divided into two branches; the middle portion of the first branch is arranged in a waste heat recycling water tank in a zigzag mode; the second branch is connected with the tail end of the first branch through a electromagnetic valve; an air inducing fan is installed at the upper end of the position where the first branch is connected with the second branch; a temperature sensor is installed in the waste heat recycling water tank; the temperature sensor is connected with a controller; the controller is connected with the electromagnetic valve; the waste heat recycling water tank communicates with a plurality of the water inlet ends of heating pieces through a water distributor; and the water outlets of the heating pieces communicates with the waste heat recycling water tank through a water collector.
