The foam scrubbing agent is prepared from raw materials including, by weight, 10-20 parts of a non-ionic surfactant, 10-20 parts of a zwitterionic surfactant, 15-25 parts of octadecyl trimethyl ammonium chloride and 45-60 parts of deionized water. The preparation method includes: weighing the raw materials according to the above formula; sequentially adding the non-ionic surfactant, the zwitterionic surfactant and the octadecyl trimethyl ammonium chloride into the deionized water; discharging after evenly stirring.
