The method comprises that FTO glass is cleaned, a conductive surface of a substrate is coated with a TiO2 compact layer in a scraping manner by utilizing a scraper method, and vacuum drying is carried out; a second layer, namely a TiO2 composite structure layer, is coated in the scraping manner, TiO2 powder is composed of a 3D nanometer net, 3D hollow spheres, P25 and 2D nanometer sheet, and nano precious metal is added; and a film sample is immersed in a dye at certain temperature and washed by waterless ethanol.
