The method includes: building a seedling growing pool; paving river sand; paving a drip irrigation system; seeding; placing trays, and paving cotton white cloth; managing water and fertilizer; controlling water for seedling hardening; distributing tobacco seedlings. The invention further discloses a drip-wetting river sand seedling growing bed which comprises a ground groove, a plastic thin film, a river sand layer, the trays and the drip irrigation system. The drip-wetting river sand seedling growing method and the seedling growing bed are used for seedling growing of tobacco, a seedling bed stage is wet first and dry second, water is supplied through drip irrigation, seedling emergence rate is high, tobacco seedlings grow well, water roots are few, lateral roots are flourishing, stems are thick and strong and uniform, strong seedling rate is high, root systems directly grow after being planted, no seedling return stage exists, and th
