The method comprises that downlink synchronization with a TD-SCDMA base station is carried out, a downlink synchronization point TDL is obtained, and signaling related to uplink DPCH resource allocation of a user to be measured is decoded in a downlink channel; according to the coverage range of a cell, the chip rate of TD-SCDMA and the speed of electromagnetic waves, the advanced range of forward values of an uplink synchronization point is estimated; time slot uplink data in which TTI=i is taken from the present downlink synchronization point; in time slot uplink data, data of one TTI length is taken backwardly in the chip time of TDL-n*w and serves as data to be decoded; the uplink DPCH data of the user to be measured is decoded, and according to a decoding result, whether uplink DPCH decoding succeeds or whether uplink DPCH data belongs to special outbreak of uplink DPCH is determined; and if yes, the energy of uplink UPCH |
