The invention discloses a device and method for testing traveling wave inhibition performance of a wave absorbing material. A metal slab is a grounded plate of a whole traveling wave generating and receiving conversion device. A vector network analyzer provides a test signal transmitting and receiving function. A transmitting port of the vector network analyzer provides a test drive signal for a measuring system, and the vector network analyzer is connected with a coaxial micro-strip conversion structure through a microwave cable and a power amplifier.
