An outlet of the water pump is connected with a water inlet of the venturi tube, an outlet of the oxygenating pump is connected with an air inlet of the venturi tube, a water outlet of the venturi tube is connected with a multilevel vane pump, and all vanes of the multilevel vane pump are provided with a plurality of concave notches which are distributed at intervals along the edges of the vanes.
