A cross partition plate and a leakage basket are arranged inside a regulation and storage bottom bin; a vertically suspended flat plate partition plate is arranged between an area below the leakage basket and an area where the cross partition plate lies; inlet water enters a first bin chamber formed by the cross partition plate and the side wall through the flat plate partition plate after being filtered by the leakage baskets, and enters a second bin chamber, a third bin chamber and a fourth bin chamber through each partition plate of the cross partition plate; a reaction column comprises four column bodies with internal ultraviolet lamps and loaded with filler; the four column bodies are in series connected to realize four-stage self-weight plug flow, so that concentration gradient is formed; an electrical control box controls on and off of a magnetic pump and ultraviolet lamps.
