The manufacturing method includes the following steps that a cylindrical polycrystalline diamond and alloy composite material workblank is synthesized through a static high-pressure method; the cylindrical polycrystalline diamond and alloy composite material workblank is subjected to finish machining to form a cylindrical polycrystalline diamond and alloy composite material; and the cylindrical polycrystalline diamond and alloy composite material is machined into the polycrystalline diamond ultra-thin cutting blade.
