A cutterhead body, a main center plate and an auxiliary center plate are made of Q345 steel with the dimension being 60 mm, and surfacing is conducted on the surface, making contact with the stratum, of a cutterhead by means of netty hard alloy, so that abrasion generated during jacking of a sand and gravel soil layer is resisted; the cutterhead torque in the jacking process is reduced by adopting the spoke type cutterhead, and the defect that a spoke type panel is unfavorable to the stability of an excavation face is overcome; and the cutting and stirring effects of the central portion of a soil body are improved through a central cutter.
