The invention provides a method and device for separating services from routing. The method and device are applied to a gateway GPRS support node (GGSN). The method includes the following steps that: an activation message of the context of a packet data protocol (PDP) for a first terminal is received, wherein the activation message carries the first access point name (APN) of the first terminal; a first service gateway corresponding to the first APN is determined according to corresponding relationships between APNs and service gateways, and a connection relationship of the first terminal and the first service gateway is constructed; and service data streams from the first terminal are received, and the service data streams are forwarded to the first service gateway according to the connection relationship.
