An end side FLb of a lead film FL and an end sode FSb of a lead film supporting base FS that is peelably bonded to the lead film FL are connected to a roll core 201 around which an electrolyte membrane sheet 20S and a back sheet Bs for supporting the electrolyte membrane sheet 20S are rolled; and a terminal end 20Sa of the electrolyte membrane sheet 20S and a terminal end Bsa of the back sheet Bs are connected to another end side FLa of the lead film FL and another end side FSa of the lead film supporting base FS, respectively.
