The system includes a 3D model drawing module, a 3D model coordinatization module, a parameter setting module, an electromagnetic field intensity calculation module, an electromagnetic field intensity-to-WLAN signal intensity module, an unknown position coordinate calculation module and an output module which are electrically connected in sequence, also includes a WLAN signal intensity detection terminal in wireless connection with the unknown position coordinate calculation module, and also includes a storage module electrically connected with the electromagnetic field intensity-to-WLAN signal intensity module. According to the indoor positioning system and indoor positioning method provided by the invention, first a 3D model is established, 3D coordinate data are converted into WLAN signal intensity for data storage, then a detection terminal is utilized to detect the signal intensity of a WLAN of an unknown position, and according to the WLAN signal inte
