The pipeline set non-excavation leak repair device comprises a water tank, a pressure pump, a flow gauge and a dosing tank. A water inlet valve is installed on the water tank, the pressure pump is connected with the water tank, the dosing tank is connected with the pressure pump through the flow gauge, and a water outlet valve is installed on the dosing tank. The method includes the steps of installing the device, adding water into the water tank, closing water outflow points, adding a pipeline solidifier, performing pressurization and liquid injection, opening the indoor water outflow points one by one till water flows out, closing the water outflow points, performing leak repair and discharging a water solution.
