The method comprises: for a fractional order frequency multiplexing scenario with a multiplexing factor being 3, establishing a spectrum auction system model; establishing a frequency multiplexing relationship between authorized users and unauthorized users based on the system model, to implement frequency multiplexing; in conjunction with intra-frequency cell division, grouping unauthorized users with an auction intention, thereby improving allocation efficiency, and effectively suppressing intra-cell and inter-cell interference; and finally performing spectrum auction in the scenario, and establishing an objective function that maximizes system effectiveness.
