The present invention discloses a system and method for detecting an industrial control equipment abnormality. The system comprises a control board, a programmable controller, an industrial control protocol analyzing and processing unit, an industrial control system monitor, and a system log record storage unit. The method comprises the following steps that: (1) the control board, the programmable controller, and the industrial control protocol analyzing and processing unit are connected to the input and output ports of external detected equipment through external interfaces; (2) the scanning analysis and detection of the external detected equipment is carried out actively after the detection command of the central processor of the control board is received, (3) the input of scanning is carried out; (4) the output of a module is carried out; and (5) the control board is used for scheduling a programmable controller, an industrial control protocol analyzing and processing unit and the industrial control system
