The system comprises an electrical device, a monitor and a processor; the electrical device comprises an electric appliance and an electric meter; and the monitor is respectively connected with the electric appliance and the electric meter and is used for detecting electric quantity information and sending the electric quantity information to the processor for being processed. The data are monitored through setting double-layer monitors and are objective and reliable.
