The invention provides a cyclic operation device for moving and rotating of package boxes. The cyclic operation device comprises an oval track, a rotating motor, a gear transmission part, a paw clamping part and other parts. The gear transmission part is driven by the rotating motor and drives a main sliding block to slide along the oval track, and thus all six sliding blocks move along the oval track; and the sliding blocks drive a grabbing part to move, and the grapping part is achieved through an alternate retracting and releasing mechanism. By means of the cyclic operation device, two mechanical arms can safely and quickly clamp a luggage box within an airport regulated limiting parameter range, are maintained in the clamping state to achieve the rotation movement with the luggage box together, and paws are opened at an assigned position to stably put the luggage box.
