The invention discloses a paper processing device, a paper classifying device, and a paper classifying system. The device is provided with a flattening unit which is used for unflattening paper entering from a paper inlet; a paper recognition information obtaining unit which is used for obtaining paper recognition information for the recognition of paper; an information transfer unit which is used for transmitting the paper recognition information obtained by the paper recognition information obtaining unit to an external operation device; an inherent characteristic quantity recognition unit which is used for recognizing paper information different from the paper recognition information, i.e., inherent characteristic quantity information; at least one storage unit which is used for storing paper; and a distribution unit which is used for distributing paper according to the inherent characteristic quantity information recognized by the inherent characteristic quantity recognition unit. According to the invention, the paper processing device can avoid a paper distribution error, and also can be arranged in a simple structure.
