The removing device comprises a horizontal adjusting system, a differential power system, a milling power system, and a motor control system. The horizontal adjusting system comprises a supporting device and a lifting device. The lifting device is used to adjust height of the supporting device on a vertical direction and inclination on a horizontal plane. The differential power system comprises a guide rail, a sliding block, and a drive device used to drive the sliding block to horizontally move along the guide rail. The milling power system is used to mill the deck lifting piece fixed supports. The motor control system is used to control on-off and operating states of the differential power system and the milling power system. The removal method comprises: S1, adjusting the working plane of the milling power system to be parallel with a to-be-processed plane; S2, performing rough machining on to-be-polished lifting piece fixed supports; S3, performing fine finish machining on the to-be-polished lifting piece fixed supports. The device and the method improve surface quality of the lifting piece fixed supports on a deck after the lifting piece fixed supports are processed. The device and the method reduce processing cost, and improve working efficiency.
