A cutout initiation region of the movable blade makes contact with the downhole casing, and cutting inserts with turning portions designed to cut in a turning manner may be located in the cutout initiation region. Cutting inserts with milling portions designed to cut in a face-milling manner may be located outside the cutout initiation region.
