The invention provides a sole with a rotator; the sole comprises an undersole and the rotator; the rotator comprises a fixed rod, a bearing, a first hard sheet fixed on the undersole, a first wear sheet, a second hard sheet rotating around the fixed rod along with the bearing, a second wear sheet, and a wearing layer; the first hard sheet, the second heard sheet, the first wear sheet, and the second wear sheet are axisymmetric cylinder structures having through holes on the symmetry axis; the bearing comprises an inner ring and an outer ring; the inner ring of the bearing is tightly fixed with the bottom of the fixed rod; the second hard sheet is fixed with the bearing through the through hole; the first and second wear sheets are sleeved on the fixed rod through self through holes, and arranged between the first and second hard sheets. The invention also relates to a shoe having the sole; the shoe can prevent foot sprain and falling, can protect the sole, thus prolonging the sole life.
