The invention discloses a device and a method for bracket installation of a railway protective scaffolding in a combined highway and railway bridge, and relates to the technical field of bridge construction. The device comprises two vertical beams which are arranged along a bridge direction in parallel, and an upper cross beam and a lower cross beam along a transverse direction of a bridge. The bottom surface of the upper cross beam is provided with a cart walking mechanism which drives carts move along the bridge direction. The lower cross beam is arranged between the two vertical beams. The bottom surface of the lower cross beam is flushed with the bottom end faces of the two vertical beams. The top surface of the lower cross beam is provided with a linear guideway along the transverse direction of the bridge. A transfer cart is movably arranged on the linear guideway. The transfer cart comprises a cart body, wheels on the bottom of the cart body, and a vertical jack. The top surface of the cart body is provided with a diagonal support frame used to fix a first diagonal rod in the bracket. The right end of the cart body is horizontally provided with a supporting arm. The shape of the supporting arm is the same with the shape of the bayonet of the bracket.
