The rotating arm device is simple in structure, the mechanical arm and the material grabbing plate can be controlled to be in the folded state when not used so that the overall occupied space is reduced, the folded material grabbing plate can be rotated to be extended between narrow meter box stacks, and thus the design requirement is met.
