The preparation method is characterized by comprising the steps of firstly, preparing seed emulsion, preparing a core layer with the seed emulsion as a template, coating the surface of the core layer with a shell layer, and obtaining core-shell emulsion; raising the temperature to 85 DEG C, using a NaOH aqueous solution with the concentration being 20% for adjusting the pH value to 9, preserving the temperature for one hour, and obtaining the hollow plastic pigment.
