The method comprises the steps of: obtaining signaling points and CELLID from signaling data, searching for corresponding relation tables respectively between the signaling points and SID and between the signaling points and NID, obtaining corresponding relations respectively between the SID and the CELLID and between the NID and the CELLID, and determining a latitude and longitude of a cell or sector where a mobile terminal is arranged; according to the latitude and longitude of the mobile terminal, judging whether the mobile terminal is within a base station cell range along a delineated operation line, and if yes, recording time t1 and latitude and longitude information w1; judging whether the position of the mobile phone is still within the base station cell range along the operation line, and if yes, recording time t2 and latitude and longitude information w2; calculating the operation speed of the mobile terminal; and judging whether the operation speed of the mobile terminal is matched with a set moving speed, and if yes, pushing information to the mobile terminal. According to the invention, information pushing is targeted, and the pushing efficiency is high.
