The production technology comprises the following steps of preparing raw materials, carrying out EAF (Electric Arc Furnace) eccentric bottom furnace steel tapping and electric arc furnace smelting, carrying out VD (Vacuum Degassing) treatment, carrying out CCM (Continuous Casting Machine) continuous casting, carrying out primary rolling billet treatment, heating, and carrying out high-speed wire rod controlled rolling and controlled cooling. The production technology is reasonable; the surface quality, the surface decarburization and the internal structure property are improved; and a manufactured tool is good in obdurability, high in hardness and long in service life, can bear a high torque and can meet higher operating requirements.
