The invention discloses a transplanting mechanism and a transplanter. The transplanting mechanism comprises a transplanting rod, a first section housing, a second section housing, a third section housing, a cam and an elastic reset component. The other end of the transplanting rod extends in the length direction, goes through the first section housing and the second section housing in order, and is connected with seedlings. The telescoping direction of the elastic reset component is the same as the length direction of the transplanting rod. An opening is arranged in the transplanting rod. The cam is arranged at the opening. When the second section housing rotates with the eccentric point of the cam as a central position, the second section housing drives the transplanting rod to rotate, and the cam blocks the transplanting rod to move in the length direction of the transplanting rod. A gap is arranged in the circumference of the cam. The gap is right-angle-shaped. The transplanter is simple in structure, the cost is low, operation is convenient, and the transplanter is suitable for transplanting work for most farmers.
