Provided are an activated carbon for an electric double layer capacitor electrode by which the rate characteristics and the float characteristics of the electric double layer capacitor electrode can be improved, and a production method for the same. The production method for the activated carbon for an electric double layer capacitor electrode at least includes: a pulverizing step in which the average particle diameter of a carbon raw material is adjusted to 1-15[mu]m; a mixing step in which the carbon raw material having an adjusted average particle diameter is mixed with an alkali activator to obtain a mixture; and an activating treatment step in which the mixture is subjected to activating treatment by heat in an inert gas environment. The activating treatment step includes a stage in which the activating treatment takes place in an environment in which water vapor is mixed into the inert gas.
