The steel comprises, by mass, 0.04%-0.10% of C, 0.15%-0.40% of Si, 1.00%-2.20% of Mn, 0.008% or less of P, 0.003% or less of S, 0.05%-0.25% of Ni, 0.020%-0.070% of Nb, 0.0070%-0.035% of Ti, 0.05%-0.30% of Cu, 0.10% or less of Cr, 0.20% or less of Mo, and the balance Fe and unavoidable impurity elements. The manufacturing process flow of a steel plate includes smelting, continuous casting, heating, rolling, cooling and tempering in sequence. The high heat input resisting welding property of the steel plate is improved. |
