The invention discloses a system for cutting and breaking off glass and a control method. The system comprises a glass substrate jig unit, a PLC (programmable logic controller) unit and a robot arm unit, wherein the glass substrate jig unit is installed on the robot arm unit. The control method comprises the step of determining the output by computing encoder data in the PLC unit, thus adjusting the operating speeds of a transverse cutting machine and the robot unit. The system and the control method have the beneficial effects that cutting of a glass substrate and subsequent operations of the robot arm on the glass substrate are effectively achieved by utilizing X-direction and Z-direction motion units; an effective PLC control system is designed to control all the units synchronously to avoid faults; and the system is simple and reasonable in design, cuts and breaks off the glass stably and quickly and meets the requirements of glass production lines.
