Embodiments of the invention disclose a method of measuring mobile network quality and an apparatus and relates to the communication field. By using the method and the apparatus, manpower and material resource cost needed during measurement is reduced and simultaneously maneuverability and measurement efficiency can be increased. The method comprises the following steps of acquiring measurement reports of a plurality of user equipment; matching cell identifications in the measurement reports of the plurality of user equipment with cell identifications along a road to be measured so as to screen the measurement report of the user equipment related to the road to be measured; according to the measurement report of the user equipment related to the road to be measured, determining the mobile network quality on the road to be measured.
