The application development method based on tags comprises following steps: decomposing service functions based on service requirements corresponding to pages, encapsulating decomposed service functions into tagging entities and establishing corresponding relations among the tagging entities and tag identifiers; and acquiring position of data in data layers as required in pages for arranging tag identifiers such that corresponding tagging entities can be acquired based on the tag identifiers and operating the tag identifiers in order to obtain data in data layers required by the tag identifiers. The embodiment of the application development method, the response method of page requests and the device based on tags has capabilities of increasing development efficiency and reducing maintenance cost.
