The manufacturing method comprises the steps that the procedures of preprocessing, drying, corrosion resistance processing and the like are carried out on the steel wire. According to the corrosion resistance processing procedure, a polyurea material coats a single bright steel wire or a coating or clad layer attached to the surface of the single steel wire, and the steel wire with the polyurea protection coating is formed; and the steel wire inhaul cable Ia with the polyurea protection coatings or the steel wire inhaul cable IIa with the polyurea protection coatings is formed by carrying out the molding steps of coiling, devillicate aggregating and winding on the steel wires with the polyurea protection coatings, and the steel wire inhaul cable with the multiple protection layers of the polyurea protection coatings is formed based on the steel wire inhaul cables of the two structures through one or more procedures of the PE casing extrusion procedures I and II and the polyurea material coating procedures II and III.
