The invention discloses a pre-embedded junction box structure and a pre-embedded junction box jacking-up construction method. The structure comprises a bottomless junction box and wire passing pipes. The bottomless junction box comprises a junction box cover plate and a junction box frame body formed by enclosing of side plates. The junction box frame body is pre-embedded under the ground. The junction box cover plate is lapped onto a top opening of the junction box frame body; and the bottom potion of the junction box frame body is arranged on the surface of a first pad layer. The wire passing pipes are pre-embedded under the ground; and the wire passing pipes stretch into the space enclosed by the junction box frame body from a bottom opening of the junction box frame body. The wire passing pipes stretch into the junction box from the bottom of the bottomless junction box, so that in the pre-embedded junction box structure construction process, pre-embedded depth of the wire passing pipes does not need to be considered, and the problem that the pre-embedded depth of the junction box which is opened in the side surface needs to be matched with the pre-embedded depth of the wire passing pipes in the installation process is solved.
