The sowing and seedling raising method is implemented from the aspects of bud forcing treatment of seeds, grafting stock treatment, illumination management and fertilizer management. As bud forcing treatment and stock treatment are carried out, then different kinds of illumination treatment are carried out for flowering inducing after sowing and grafting are carried out, and the growing speed of the chaenomeles speciosa is further effectively increased through fertilizer management with differences in different periods, the flowering stage is effectively made earlier by one to two months; in addition, the mature chaenomeles speciosa trees obtained after sowing and seedling raising are carried out with the method are attractive, neat and full in body form, and have the high ornamental value.
