The method comprises the steps: firstly burning and smoking soil by utilizing naturally-dried garden dry branches and fallen leaves to obtain burned and smoked soil, pushing and leveling the burned and smoked soil on a to-be-constructed site, covering the to-be-constructed site with a layer of burned and smoked soil, uniformly scattering crushed camphor tree leaves on the burned and smoked soil, then cutting plugging the panicum brevifolium in the soil, watering, and performing the management. According to the method, the garden dry branches and fallen leaves are used, so that the treatment cost is reduced, and the recycling is realized; in the burning and soil smoking process, harmful bacteria can be killed by utilizing high temperature and smoking; the burning residue and ash can improve the particle structure and fertility of the soil; by adding the camphor tree leaves, the survival rate of the panicum brevifolium can be effectively increased, the growth of the panicum brevifolium can be promoted, and the forming coverage of the panicum brevifolium can be rapidly increased.
