Zusammenfassung:	The invention discloses a GPS monitoring system for urban management and an operating method of the system. The system includes an application layer, a WCF service module, a software development kit (SDK), an application server, a business database, a GPS data synchronism service module, a GPS database, a GIS platform, a spatial data engine, and a GIS database. The application layer is used for real-time positioning of a vehicle, track replaying of the vehicle, command and dispatch of the vehicle, monitoring of basic vehicle information, GPS data monitoring, insurance information monitoring of the vehicle, and statistic analysis of travelling condition of the vehicle. The WCF service module is used for providing a communication bridge for allowing the application layer to access data and realizing database operation. According to the invention, the problems, of relatively low intellectualization and informatization level, poor resource integration degree, low development efficiency, and poor compatibility, which always exist in construction and application of the GPS monitoring system, are solved. A centralized management server is adopted for uniform monitoring of data reported by GPS devices to form the GPS monitoring system rapid in development, uniform in maintenance, and high in resource integration degree.
