The invention provides a heat storage user interactive terminal and method. The interactive terminal comprises a communication unit used for receiving interactive instructions, guide information and scheduling capacities sent from a main station server and further sending a declared capacity acquired after a calculation of the main control unit to the main station server; a man-machine interactive unit used for displaying the interactive instructions and guide information and further acquiring the interactive will of users; the main control unit used for calculating the reported declared capacity according to the power consumption of users; and a storage unit used for storing data of the interactive terminal apparatus. The heat storage user interactive terminal can satisfy bidirectional communication demands of heat storage users and scheduling centers. Participation in power grid interaction of heat storage users is further facilitated. The aim of reducing the power distribution network peak valley difference is achieved. The power distribution network operation efficiency is further improved.
