The invention relates to a setting-out and scribing tool and a setting-out and scribing method. The setting-out and scribing tool comprises a staff, a guide frame, an extension rod, slate pencil fixtures and a handle, wherein the guide frame can move along the vertical surface of the staff through a guide wheel thereon; the extension rod is horizontally arranged, and is fixed perpendicular to the guide frame; multiple sets of slate pencil fixtures are arranged on the extension rod; rollers are arranged below the slate pencil fixtures; and the handle is adjustably fixed on the extension rod. The setting-out and scribing tool can synchronously perform quick scribing operation of multiple parallel lines on a steel plate, so that the scribing precision is high; the device adjustment is convenient; the number of slate pencils can be set as required; the method is simple, and is easy to operate; and workers can stand at work, so that the labor intensity of operators is greatly relieved.
