The halogen-free low-smoke flame-retardant cold resistant rubber sheath material comprises the following components: an ethylene-vinyl acetate copolymer, ethylene-acrylic ester rubber, an ethylene-propylene-diene monomer, superfine magnesium hydroxide, aluminum hydroxide, a composite flame retardant, paraffin, a lubricant, a dispersing agent, a cold resistant plasticizer, a coupling agent, a vulcanizing agent and an accelerant. The sheath material disclosed by the invention has the characteristics of good flexibility, cold resistance, environmental protection, no halogen, low toxicity, flame retardance, low smoke emission in combustion, no or little generation of corrosive gases and halogen-containing gases, no heavy metals such as lead, no soil pollution, high temperature resistance, recycling of waste wire materials, and the like.
