Through comprehensive consideration of the sink capacity of each reservoir capable of supplying water, water is withdrawn from each reservoir to be supplied to the first zone, macro-control of each reservoir is realized, and the problem that the nearest reservoir is exhausted while other reservoirs are full but cannot supply water is solved.
