The invention relates to the field of communication, and especially relates to a method and device for processing the data switching overtime phenomenon, and is used for solving the problem during the switching process, data is lost or the switching time is too long. The method comprises that aiming at at least one DRB being in a data switching state in a target base station, the target base station determines whether a downlink switching data queue corresponding to each DRB being in the data switching state receives new data or not according to a set period, every time one downlink switching data queue does not receive new data, a waitable timer corresponding to the downlink switching data queue is added with extra time in an accumulated manner, every time the waitable timer corresponding to one downlink switching data queue is determined to be overtime, and the fact that all downlink switching data in a downlink switching buffer memory corresponding to the downlink switching data queue is sent to UE is determined, the DRB corresponding to the downlink switching data queue is switched to be in a normal data processing state, thus, loss of data can be effectively reduced, and the switching time is shortened.
