The device comprises an ozone pre-oxidation reaction portion (1), a mixing portion (2), a condensation portion (3), a precipitating portion (4) and a filtering portion (5), original water to be treated from a first water inlet (6) is oxidized by an ozone diffuser (9) in a fluid channel (11), the ozone diffuser (9) is provided with an embedded gas flow meter (14) capable of setting air intake flow, an electric control unit (10) controls rotating speeds of a second adjustable stirrer (22), a third adjustable stirrer (23) and a fourth adjustable stirrer (24) of the condensation portion (3) according to the water inlet quantity of a third water inlet (21), the water passing the condensation portion (3) is conveyed to the precipitating portion (4) from a third water outlet (39) through a fourth water inlet (27), and the precipitated water is conveyed to a filtering layer (34) of the filtering portion (5) from a fourth water outlet (28), filtered and then outputted from a fifth water outlet (33).
