The adjustment device according to the present invention includes a control input determining means for selectively determining a first control input or a second control input in accordance with a pre-set parameter so that an observed amount acquired from a control subject matches a target value, and a tuning means for alternately outputting the first control input and the second control input in response to the observed amount and determining the parameter from a response characteristic acquired from the alternating output. The tuning means sequentially changes the magnitude of the first control input each time the output switches in the alternating output of the first control input and the second control input, and determines the parameter from the acquired response characteristic when it is determined that a first change in a controlled variable with respect to the first control input has linearity.
