The Smallcell base station paging optimizing method comprises receiving a paging message transmitted by a user terminal, and extracting the identifying information of the user terminal sending the paging message; determining whether the identifying information is stored into a prestored user terminal access table; if so and meanwhile the user terminal belongs to a white list user, placing the user terminal into a high-priority paging queue; if so and meanwhile user terminal does not belong to the white list user, placing the user terminal into a common-priority paging queue; if not, ignoring the paging message not placing the user terminal into the paging queue. According to the Smallcell base station paging optimizing method and system, paging in the common-priority paging queue is scheduled after that in the high-priority paging queue is scheduled, so that paging channels can be saved, paging congestion can be avoided, and paging stability can be enhanced; meanwhile, the white list users are paged preferentially, so that user experience can be enhanced.
