The evaluation method comprises the following steps of firstly, identifying a major accident risk of an interplant pipeline; secondly, selecting a typical accident of the interplant pipeline; thirdly, determining a top event of the accident; fourthly, identifying a reason of the top event; fifthly, identifying a result caused by the top event; sixthly, determining the protective measures for preventing the top event and mitigating an accident result; seventhly, analyzing factors which can cause a failure of the protective measures; eighthly, proposing personnel maintenance and management activities for preventing the factors; ninthly, allocating the activities to corresponding professionals to execute. According to the evaluation method, corresponding personnel maintenance and management key tasks are proposed aiming the factors which can cause the failure of the key safety protective measures, so that the effectiveness of the key safety protective measures of the interplant pipeline of the petrochemical enterprise is effectively guaranteed.
