Through acquiring fixed licensed special spectrum resources audited and assigned by a radio management bureau or accessing a database and combining idle spectrum information acquired by the cognitive system through spectrum sensing, the cognitive system is ensured to acquire the undisturbed spectrum resources. Thus, in the cellular network, the cognitive system can carry out real-time and reliable transmission of broadcasting, control information, sensing information and other system important signaling and high priority service by using the undisturbed spectrum resources.
