Zusammenfassung:	The invention discloses a solid heteropoly acid composite catalyst with the surface modified with variable valence metal ions, and a preparation method and an application thereof. The composite catalyst is composed of a solid heteropoly acid and variable valence metal ions loaded on the surface of the solid heteropoly acid, and the solid heteropoly acid is prepared through the following steps: dissolving phosphotungstic heteropoly acid in deionized water, preparing a phosphotungstic heteropoly acid parent through a chemical deposition technology with different ion pair sources as ion pairs, and calcining the phosphotungstic heteropoly acid parent. The composite catalyst is used in treatment of chromium-containing organic wastewater, and still has high catalysis activity in weakly acidic environment (with the pH value of 4-5).
