The cooking heating furnace is characterized in that the wind cap is arranged, the upper portion of the wind cap casing is disposed in a hearth, and two mounting structures of the lower portion of the wind cap casing are arranged on two round steels in a snapping or penetrating mode. A middle movable grate rod penetrates the two grate axial grooves, and gaps are formed in the retaining plate between grate teeth of the front movable grate sheet and the rear movable grate sheet in the direction vertical to the middle grate rod. The distance between the middle two adjacent right grate tooth and left grate tooth of the middle movable grate rod is larger than the length of the retaining plate in the middle movable grate rod direction. The wind cap is arranged on the civil cooking heating furnaces to improve the burn-off rate and the boiler thermal efficiency.
